    A bill that eases regulations on private dam owners cleared a major hurdle Wednesday in the Virginia House of Delegates.

    The House Agriculture Committee voted unanimously in favor of the bill, which applies to private dams like some in Albemarle County.

    Currently, the state is requiring private owners to make incredibly expensive upgrades to dams lawmakers say are safe.

    Delegate Ed Scott (R) 30th District says, "We're cautiously optimistic that we will maintain appropriate standards for the safe maintenance and care of dams, while still avoiding overly burdensome requirements."

    The bill still needs votes in the full house and senate before it could head to Governor McDonnell's desk.

    Lawmakers estimate the measure affects hundreds of private dams statewide.

    Despite ongoing budget issues, Fluvanna County will soon be home to two new fire stations. One is in Kents Store and the other is in Fork Union.

    Construction on the new Kents Store Fire Station starts any day now. This building will have plenty of bells and whistles and it is not going to cost the county extra cash. The total price tag on the project is $1 million.

    The old cinder block firehouse was built in the late 1960s. It only has enough room for two engines; the other pieces of equipment sit in the middle of this common area where volunteer firefighters eat. The new station will be three times larger.

    "It will be a big asset to this area that firefighters will have a place to eat and stay during emergencies," said Fire Chief Mike Brent. "Where at this they don't have any place to stay but the trucks."

    The new station will also have room for two new, larger engines. Right now, Kents Store has a brand new truck, but it does not fit in the current building.

    "The new station will have six bays which allows to put six fire full size apparatus in those bays," Brent said.

    The Fluvanna County Board of Supervisors approved funding for the station. The county's Director of Public Works John Robins says the price was a steal. One square foot typically runs $190; the county is paying almost $50 less.

    The contractors that built the new Palmyra Fire Station received the bid for the Kents Store station. "The square footage price for that structure is approximately $138 a square foot," Robins said. ...

    The Charlottesville Ice Park on the downtown mall is up for sale.

    Ice park co-owner Roberta Williamson confirms that news Saturday night.

    Williamson says they are hopeful that a local buyer will step up and purchase the park at a price around $4 million dollars. Williamson says the ice park is simply costing too much to operate.

    The skating rink will stay open through at least June, when owners plan to evaluate the situation and determine a date to close.

    FLUVANNA - The expulsion of Fluvanna County High School's reigning Homecoming King has hundreds of local students and parents sharing their outrage on the social networking site Facebook.

    Justin Sexton was expelled from school on January 29 after officials reportedly discovered an airsoft gun during a search of his truck. Airsoft is a term used to describe replica firearms that have plastic bullets often used in recreational games.

    School officials declined to comment on the incident due to closed session regulations on student matters. According to the school's student handbook, the principal or his designee has the legal authority to inspect vehicles to ensure that no illegal or inappropriate items are inside, including tobacco products, alcohol, drugs, drug paraphernalia and weapons of any type.

    During a Feb. 22 interview at his home, Sexton said the search of his vehicle was prompted by an invalid parking pass, which brought a plastic bottle that appeared to have smokeless tobacco residue in it to school officials' attention. This discovery brought on the need for a full search of vehicle, as tobacco products are prohibited on school grounds.

    Tim, Justin's father, said, during that same interview, he instructed his son to allow the search to avoid possible expulsion for 10 days. The 18-year-old said he admitted to having cigarettes inside his truck and turned them over to the assistant principal, which meant a one-day suspension due to his age. The search of the truck continued, including a toolbox where Justin said they found the airsoft rifle. ...

    A public policy institute has ranked Fluvanna County government the 13th most transparent in Virginia, out of 134 jurisdictions surveyed. Albemarle County came in at 15th, while Charlottesville ranks 22nd.

    The Thomas Jefferson Institute for Public Policy, a non-partisan research and education organization, released the report. The study is the first analysis by the institute, which aims to help local governments focus on making financial documents available to residents online.

    The institute ranked localities based in part on the accessibility, clarity and level of detail of documents related to budgets and contracts with businesses, as well as spending records.

    Louisa County ranked 53rd; Orange County, 55th; Madison County, 62nd; Buckingham, 77th; Nelson, 93rd; and Greene, 109th.

    Albemarle received perfect marks in the categories of portal page, archives, context, advertised budget, adopted budget, data to program level, timeliness and online checkbooks.

    “Transparency in our financial matters has always been a very important objective for the county,” Albemarle County Executive Robert W. Tucker Jr. said in a statement. “And we believe that open and accessible budget information helps build trust in how Albemarle is spending tax dollars particularly in these challenging economic times.”
